Frame Projects was commissioned by the National Infrastructure Commission (NIC) to develop Design Principles for National Infrastructure Projects, which was published in 2020. This was based on a comprehensive literature review, stakeholder interviews and a roundtable discussion, analysed in a research report. The project was produced in collaboration with the NIC Design Group.

Four high-level principles were established for national infrastructure – climate, people, place and value – on the basis of this background research. They were published in a guidance document, filtered through three cross-cutting actions – appreciating the wider context; engaging meaningfully; and continually measuring and improving. The principles were endorsed by the Government as the basis for guiding the planning and delivery of all major economic infrastructure projects: digital communications, energy, transport, flood management, water and waste.
